A1: No, it can't. The SPDIF input port is for audio embedded and the output port is for audio extraction, they are two different functions.
Q2: Can I send the embedded optical audio through the HDMI output of this switch without having an HDMI source device connected to it (or that HDMI source device just not powered on)?

A2: Audio embedded is working on a HDMI source, not on HDMI output, so you have to connect a HDMI source input.
